The City is Closing the Door to Promotional Opportunities for Women
Change in Management Aide qualifications threatens promotional opportunities.
In the1970s and 1980s AFSCME Local 3090 led the effort to establish a career path by which a qualified clerical employee can eventually move up to become a Management Analyst. The Management Aide class was created as a bridge between Senior Clerk Typist and the Management Analyst positions.
Now, the City Personnel Department is proposing to increase the requirements to promote into a Management Aide position. This will close the door on promotions and career advancement for hundreds of City employees. City management says there are too many qualified applicants for the 3540 openings a year. They want to prevent qualified workers from even applying for the promotion. We think this is unfair.
This is a step backwards from the City’s commitment of providing promotional opportunities for women in female dominated job classifications going back to Mayor Bradley. The fact that there are 1,300 applicants for 40 promotions signals the need for more promotional opportunities. The Personnel Department should not create obstacles to the few existing openings. This proposal is going in the wrong direction. All qualified AFSCME 3090 members deserve the opportunity to pursue a career path with opportunities to grow through the abilty to promote.
The City has proposed to change the requirements for promoting into the Management Aide position to:
Two years of full time paid clerical experience in a class at least at the level of Principal Clerk with the City of Los Angeles, or;
Four years of full-time paid clerical experience in a class at least at the level of Senior Clerk Typist with the City of Los Angeles and an AA degree from a recognized college or university.
Local 3090 has demanded that the Personnel Department meet and confer on this change and will continue to fight for promotional opportunities for its members. This issue will eventually be heard by the Civil Serivce Commission. We need to fill the room with members who want to protect their right to promote. We will keep you posted when the date is confirmed.
