Local 3672 Members Win Personnel Committee Support
Approximately 25 members of AFSCME Local 3672 attended the Los Angeles City Council's Personnel Committee. The Local is attempting to change the civil service rules that prohibit Executive Assistants from taking the promotional test for the Management Analyst classification.
Local President Debbie Kindred and the speakers who gave testimony explained that if an Executive Assistant wants to promote to the Analyst position they must go back to being a senior Clerk Typist, even though they are qualified in every other way. Several of the Local members pointed out that they have been doing the work of Management Aides and Analysts to get the work done in the face of staff shortages.
Protesting the proposed rule change were representatives of EAA who expressed concern that it would infringe on their member's promotional opportunities and there were several examples of workers having to take a demotion to get on the right promotional track.
Committee Members, Councilman Tony Cardenas and Dennis Zine comments reflected general understanding and agreement with the plea from the Local members. The next step is to hear the item before the Civil Service Commission which holds the power to enact the change. It has been tentatively scheduled for May 11 before the commission
AFSCME has led the fight to expand promotional opportunities for women dominated job classifications
