Joan joined Council 36 in May 2019 and is assigned to represent six Orange County Local Unions.  She brings over fifteen years of experience as a union representative including more than a dozen years with the National Education Association representing school district employees.  Originating from Wisconsin, Joan worked collaboratively with the Milwaukee Public School District to bargain a cutting edge, comprehensive wellness program resulting in the only school district in the nation to receive the gold medal award from the Wellness Council of America. She has done all aspects of labor relations work including collective bargaining, employee representation, grievance filing and processing, and organizing members for power.   As a former teacher, Joan is also skilled in steward training.
